The soapy water should go on the ends of the flex hose where they connect to the range and the valve. Call local gas company to inspect installation and verify that there are no leaks.
Use an electrical ground tester to ensure a good ground. To make sure there are no leaks, put Type T2 pipe joint compound around the male end before hooking the flex hose to the valve.
Remove cardboard sheets from kitchen floor.
Adjust the range so it is close enough to your chosen space that the flex hose can reach to the connector on the back without extreme stretching. Apply gas-pipe joint compound to pipe threads, then join together the pipe sections using black steel fittings. Check to ensure pilot hole is in correct location, then enlarge the hole with 1-inch-diameter spade bit.

The hose does flex but it is metal and with too much pressure it can crack. Call local propane supplier and have qualified technician install propane tank outside of home.

Turn on and test all the burners on the range. Make gas connection to rear of range. Secure assembled pipe to overhead floor joists using pipe hangers. Install a service valve to pipe end in kitchen.
